Rehabilitation or Incarceration?

One of the great debates in Corrections centers around "Rehabilitation or Punishment?".
Those in favor of punishment often point to our decreasing crime rates as the direct result of higher rates in incarcerations and say that punishment offers justice for victims. Those who favor rehabilitation argue that the high rates of recidivism among prisoners point to a dire need for something other than simply locking people up and that rehabilitation allows someone to be released as a functioning member of society. What do you think? Should we punish or rehabilitate? (5 Points)
Is parole a function of rehabilitation or just a way of easing prison overcrowding? Explain your answer ( 5 points)
